These are body measurements, not garment measurements. Kilted skirts fit at the waist and buckle an inch either way, so choose by waist, then check the hip.

How to measure

Bust: around the fullest part, tape level under the arms.
Waist: around the narrowest part of your torso. For kilted skirts, measure where you want the waistband to sit.
Hips: around the fullest part of your seat, feet together.
Length: stand straight in the shoes you'll wear and measure down to where you want the hem.
